Graduated in medicine with many specializations, aeronautics medical brigadier with extensive experience in the fields of inter-ministerial and international relations. He was secretary of biodiversity at the Ministry of the Environment, president of the biodiversity technical chamber and of the National Council of the Environment. He improved the governance of international and national cooperation projects and resources and coordinated the program for the protection of endangered species and the strategies for managing and preventing the introduction and dispersion of exotic species. He implemented and coordinated training, qualification and environmental education processes and introduced practices of socio-environmental responsibilities, focusing on socio-economic development, among other achievements.

Member of the USA Aerospace Medicine Association, member of the USA Association of Military Medicine and member of the Brazilian Academy of Military Medicine. He published several books and received several decorations and awards.
